26 The Independent States and 18 Overseas Territories share the Caribbean and North Brazil Shelf Large Marine Ecosystems (CLME+). The CLME+ Strategic Action Programme (SAP) calls for the establishment of a regional policy coordination mechanism for ocean governance for the CLME+ region, with an initial focus on shared Living Marine Resources (sLMR), and building upon the experiences and lessons of existing coordination bodies where appropriate in the region.
The objective of the consultancy is to progressively develop and present a proposal for a Permanent Policy Co-ordination Mechanism (PPCM) and a proposal for a Sustainable Financing Plan (SFP) for selection and adoption by the CLME+ countries.

Services provided: 

Establishment of governance and financing baseline (based on desk review and interviews)

Development of a Business-as-Usual (BaU) Scenario and Cost-Benefit Analysis (CBA) for the different options

Stakeholder consultations with member states and Intergovernmental Organisations (IGOs) in the region for the selection of options

Development of a road map and a M&E framework for the implementation of the selected options

Development of communication and awareness raising material
